ALEXANDER COUNTY EMERGENCY OPERATIONS PLAN

I.  PURPOSE
 
The purpose of this procedure is to outline the steps and to identify the resources necessary to ensure the timely response for the evacuation of all people identified as without any available means of transportation or having special needs.
 
II. SCOPE
 
This procedure addresses all transportation disadvantaged or dependent people with emphasis on the homebound handicapped persons.
 
III. GENERAL
 
Transportation dependent people within the County have been pre-identified and a list is available to ensure coordination and control of available evacuation transportation. To these requirements the necessary resources are further identified herein to ensure this special population is safely and timely evacuated to shelters outside the endangered area.
 
IV. PROCEDURES
 
A. NOTIFICATION
 
On receipt of a notification of emergency after consultation with the Chairman of the Alexander County Commissioners, the EOC Operations Officer or the Emergency Management Coordinator will direct the Director of Social Services and/or Director of Health on the EOC Staff to effect a direct notification to individuals/agencies to prepare for a possible evacuation of handicapped or special needs persons and to place their resources on standby alert.

Those agencies normally involved in direct evacuation and assistance to special needs populations are:
 
1. Alexander County Sheriff's Department
2. Superintendent, Alexander County Schools
3. Director, Department of Social Services
4. Captain, Alexander Rescue Squad
5. Director, Alexander County Health Department
6. Director, Emergency Medical Services
 
B. COORDINATION AND RESOURCES

The Director of Social Services will coordinate vehicle transportation assistance. School buses made available for this purpose would be driven by adult drivers. Backup vehicles for handicapped persons may be provided by the Alexander County Transportation Department.
 
 2. Alexander Rescue Squad and Alexander County EMS will evacuate non-ambulatory people from their homes by ambulances, to facilities designated by the EOC staff. Identification of these people is maintained in a data base.
 
VI. DIRECTION AND CONTROL
 
A. DIRECTION
 
The Director of Social Services and/or the Director of Health on the EOC staff is delegated the authority and assigned the responsibility to act for the County in coordinating the evacuation of the transportation dependent population. They will maintain, as a minimum, a list of  known homebound handicapped people and that portion of population which has, through direct contact, requested transportation in case of an evacuation resulting from any disaster or localized emergency requiring evacuation.
 
B. CONTROL
 
  The Director of Social Services and/or Director of Health will cause the dispatch of appropriate vehicles through the Operations Officer.
